Who we are

A foundation built on trust between people

JIHDO — the Japan International Human Capital Development Organization — is a public interest incorporated foundation based in Chiyoda-ku, Tokyo. It grew from a 1951 pledge by volunteers from Asian countries to cooperate for peace.

Today we operate the J-cert Japanese proficiency test, receive and support technical intern trainees, award scholarships to international students, and organize international friendship exchange. Our work is, at its core, human resource cooperation and development for peace.

Human Resource Development Scholarship

  • Scholarships for students who want to study “Japan” and better understand Japan and its people
  • Contributing to a Japan loved by many international students, as a bridge between Japan and Asian countries
  • Scholarships for successful applicants entering a Japanese university or graduate school for the first time — including foreign students in Japan and those who sat the exam directly from their home country
  • Interest-free loan scholarship with a repayment obligation; repayment may be exempted in special circumstances approved after the prescribed procedure

Message from the Chairman

Japan International Human Capital Development Organization started on April 1, 2014. Our aim is to inherit and develop our many years of past activities, and to make them stronger and more flexible, so that we may contribute to world peace and prosperity and to the welfare of mankind.

In 1951, volunteers from Asian countries who had witnessed the ravages of war vowed to cooperate for peace, established friendship and goodwill, and began a journey of mutual aid. Since then we have developed a variety of human resource development projects: international friendship exchange meetings, joint inspection seminars, training camps, summer colleges, social events, many kinds of support for international students, the acceptance of technical intern trainees, and the GNK Japanese language test.

In 1962 we became an incorporated foundation under the jurisdiction of the Ministry of Foreign Affairs. We have now been granted accreditation by the Prime Minister as a Public Interest Incorporated Foundation.

We believe our activities to cultivate comprehensive human power are becoming ever more important in light of today’s issues. IT now makes it possible for Japan, Asia and the rest of the world to be connected easily and instantly, and we can do almost anything online. Yet the more tenuous human relationships become, the higher the value of the real human relationships we have been nurturing.

The foundation of peace is built on trust between people. Real human interaction — people as our treasures and our assets — is the base of our operations. Our operations are nothing but human resource cooperation and human resource development activities for peace.

As is well known, Japan has accepted cultures and civilizations from around the world, blended and fused them, and created its own culture and civilization that is friendly to humankind. Confrontations and conflicts always arise somewhere in the world. In a world like this, Japan’s power to create new things by harmonizing everything is required.

In a society that changes with the progress of the times, we are committed to developing fresh business by carrying forward our initial enthusiasm. All of our staff will continue to promote truly public-interest activities, inheriting our peace movement of over 60 years and the mission of our activities of over 50 years.

Our history

More than seven decades of friendship

From a 1951 pledge for “Asia as one” to a public interest foundation serving people across the region.

  1. 1951

    The association was founded by over 20 comrades at Shimbashi Kuramae Industrial Hall in Tokyo, pledging cooperation for the peace, stability and prosperity of Asia under the basic principle of “Asia as one”. To commemorate the visit to Japan of Dr. Radhabinod Pal, a judge at the Tokyo Trials, the “Dr. Pal Appreciation National Assembly” was held at Hibiya Public Hall.

  2. 1953

    A memorial lecture for Dr. Abdul, leader of the Iranian national movement, was held at Chuo University Auditorium during his visit to Japan, followed by a welcome party at Kojunsha.

  3. 1956

    The “National Rally for Reclaiming All the Chishima Islands” was held at Hibiya Public Hall. The 1st Asian Goodwill Rally was held at Sankei Hall in Otemachi, Tokyo — it became an annual event, continuing until 1999 with the 43rd rally.

  4. 1957

    The first Asian Goodwill Nationwide Campaign was held. It became an annual summer event, continuing until 1999 with the 43rd campaign.

  5. 1959

    The 1st Asian Summer College was held at Kuramae Kogyo Kaikan Grand Hall; the same event was held 12 times until 1970.

  6. 1960

    The “Asia Fellowship Society International Student Scholarship Fund” was established.

  7. 1962

    Approval as an incorporated foundation was obtained from the Minister of Foreign Affairs.

  8. 1964

    The first overseas campaign was held: we traveled to India, Pakistan and other countries with a personal letter from the Governor of Tokyo. Nine campaigns followed until 1999, including one in Seoul, South Korea.

  9. 1976

    The 25th anniversary event was held at the Japan Industry Club in Marunouchi, Tokyo.

  10. 1980

    Mr. Uichi Noda was appointed Honorary Chairman.

  11. 1981

    The Asian Goodwill Folk Festival was jointly hosted in Seoul, South Korea.

  12. 1982

    The Asian Friendship Festival was jointly hosted in Bangkok, Thailand.

  13. 1984

    Support activities began for international students from Asia and South Pacific countries living in Tokushima Prefecture.

  14. 1986

    Based at the civil agency of the Asian Culture Research Institute in Sayama, Saitama, we promoted Mongolian culture and engaged in educational support in Tibet. A pottery workshop was established in Ono-machi, Ibi-gun, Gifu Prefecture as part of Japan–Korea cultural exchange, introducing Korean pottery and teaching techniques to local youth and seniors.

  15. 1987

    Based at the Japan–China Friendship Private Association in Funabashi, Chiba, we started goodwill activities centered on Chinese students at Chiba University and Chiba Institute of Technology.

  16. 1988

    Cultural exchanges such as friendship rallies and Korean pottery classes began at Nagano International Culture Academy, established in Suwa City, Nagano as an affiliated school of our association.

  17. 1990

    A Japanese language class was opened with the cooperation of Harbin Education University for young Chinese people who want to study in Japan.

  18. 1997

    The trainee support project was started.

  19. 2000

    A courtesy visit to Beijing, China was made, and a donation ceremony was held for the Asia Fellowship Hopeful Elementary School in Hebei Province.

  20. 2004

    The 1st International Student Field Trip and On-site Workshop were conducted.

  21. 2005

    The 1st International Conference for International Students was held.

  22. 2007

    The organization was reconstructed in view of changes in Asia and the world. Mr. Zenzo Handa was appointed the 5th chairman, and a goodwill rally was held for the 45th anniversary of the incorporated foundation.

  23. 2009

    The GNK Life Skills Japanese Language Test was started.

  24. 2010

    The GNK test spread to China, Vietnam and Myanmar. Operation began of an international student hall with living facilities and a training facility for trainees.

  25. 2011

    A free smartphone practice app for the GNK Life Skills Japanese Language Test and a PC mock test were launched worldwide at the same time.

  26. 2012

    The international student human resource support symposium was held at Tokyo Shigaku Kaikan.

  27. 2013

    We hosted “Thai Loi Krathong & Mooram Festival 2013”, an event authorized by the Foreign Ministry to mark the 40th anniversary of friendly and cooperative relations between Japan and Asian countries.

  28. 2014

    Authorization as a Public Interest Incorporated Foundation was received from the Prime Minister, and the corporate name changed from Asia Fellowship Society to Japan International Human Capital Development Organization.

  29. 2017

    On January 23, an agreement was concluded with the Hakodate Chamber of Commerce and Industry for the acceptance and support of foreign students.

  30. 2017

    On September 1, the contents of the “GNK Life Skills Japanese Language Test” were modified to meet international standards and renamed “J-cert Certificate of Japanese as a Foreign Language (for Living, Business and Professionals)”.

  31. 2018

    The head office relocated to Nishi-Shimbashi, Minato-ku. A study session was held to support international students aiming to acquire care worker qualifications.

  32. 2020

    The head office relocated to Kasumigaseki, Chiyoda-ku.
